Position Overview:

The Saint Paul Park Refinery is seeking an Instrument Project Engineer to lead instrumentation projects and improvements at the site. The primary job function of this position is to ensure all process instrumentation is designed and installed so that it can be operated and maintained such that it performs the intended function to the highest degree of reliability. This position supports multiple operating area teams on any issues related to instruments and collaborates with other departments routinely.

Responsibilities:

  • Project manager for all stages of project development (Conceptual, Feasibility, Definition, and Implementation stages). Supports other project managers for instrumentation related scopes.

  • Defines expectations and deliverables for projects and audits deliverables to ensure requirements are met during the project life cycle.

  • Provide technical input and review to ensure detailed engineering meets corporate engineering and industry standards.

  • Prepare budgets, cost estimates and DSP’s (Decision Support Packages) for presentation to management to obtain approval and funding. Work with project team members on project justification and economic analysis to ensure projects meet objectives.

  • Manage multiple projects and assignments in a timely, safe, and cost-effective manner.

  • Provides direction on preferred technologies and ensures appropriate specifications are followed.

  • Communicates lessons learned and best practices where appropriate and serves as a technical liaison/consultant.

  • Provide technical support needed to ensure environmental and safety compliance, participation in HAZOP and LOPA studies, and participation & leadership of incident investigations.

  • Owner of instrument documentation for site, including instrument data sheets, loop drawings and safety system requirements.

  • Serves as a technical resource for instrument and analyzer technicians and instrument shop supervisor.

QUALIFICATIONS

  • Bachelor’s degree in engineering from an accredited college – Electrical Engineering degree preferred

  • Must be proficient with Excel, Word and Outlook.

  • Ability to work in a team environment.

  • Excellent problem-solving skills.

  • Must have a clean and valid driver's license.

DESIRED QUALIFICATIONS

  • Prior experience with process instrumentation – temperature, pressure, level, and flow measurement

  • Working knowledge of applicable instrumentation and refining standards

  • Working knowledge of the National Electric Code, hazardous area classification, methods and equipment selection for hazardous area compliance.

  • Prior experience troubleshooting field instrumentation to ensure safe and reliable operations.

  • Experience with Safety Instrumented Systems (SIS).

  • Knowledge in the design and application of all forms of process instruments, software, networks, and engineering configuration.
